Former inmate sues state jail authority, two individuals

CHARLESTON -- A woman is suing the West Virginia Regional Jail and Correctional Facility Authority, an employee of the jail and an unnamed person for sexual harassment, abuse and assault.

While she was incarcerated at the Western Regional Jail, Tara Eplion claims she was sexually harassed, abused and assaulted by C.O. Napier, according to a complaint filed Dec. 16 in Kanawha Circuit Court.

Eplion claims she suffered anxiety; humiliation; annoyance and inconvenience; invasion of privacy; emotional distress; pain and suffering; mental anguish; loss of her ability to enjoy life; and medical and pharmaceutical expenses because of the abuse.

According to the complaint, the conduct of the unnamed person and Napier was reprehensible; willful and wanton; malicious; and in blatant and intentional disregard for Eplion's rights.

Eplion is seeking compensatory and punitive damages. She is being represented b Matthew J. Woelfel.

The case has been assigned to Circuit Judge Louis Bloom.
