Wheeling attorney appointed to First Judicial Circuit

CHARLESTON - Gov. Earl Ray Tomblin announced Thursday the appointment of Wheeling attorney David J. Sims as circuit judge for the First Judicial Circuit.

The First Circuit serves Hancock, Brooke and Ohio counties.

Sims will fill the vacancy created by the retirement of Judge Arthur M. Recht.

"I'm pleased David has accepted this opportunity to serve as circuit judge," Tomblin said in a statement.

"With his leadership experience and legal expertise, I believe David will serve the people of Hancock, Brooke and Ohio counties well as circuit judge."

Sims, the head of Sims Law Offices in Wheeling, is a graduate of Georgetown University and West Virginia University College of Law.

"I'm honored Gov. Tomblin has appointed me to this position," Sims said in a statement.

"I have a great respect for the law and our court system and am looking forward to serving the people of the Northern Panhandle."

Sims is married to Lisa Spicer Sims and they have two children, Hannah and Alex, both students at WVU.
