Inmate with gender identity disorder seeks $70M from state DOC

CHARLESTON – A Welch man seeks $70 million from West Virginia Division of Corrections because he hasn't received a response to a letter he sent to the commissioner.

On March 3, Charles K. Hamilton mailed a letter to the WVDOC Commissioner Jim Rubenstein, according to a complaint filed in Kanawha Circuit Court.

Hamilton claims his letter stated that he had a gender identity disorder and that he could not express himself.

After 30 working days past, Rubenstein has not responded to the letter, according to the suit.

Hamilton is representing himself.
