CHARLESTON - The state's Board of Registration for Professional Engineers has filed a lawsuit through the office of state Attorney General Darrell McGraw against a man it says violated several engineering laws.
The board seeks payment from Wilhelm Dix of Virginia Beach, Va., of a civil penalty he was assessed at a board hearing.
Dix owes $26,000, the board says. The lawsuit was filed Aug. 17 in Kanawha Circuit Court by Debra Hamilton of the Attorney General's office.
It says Dix initially expressed that he would appeal the board's penalty, though he has given no indication since that he will do so.
The board claims Dix did business in West Virginia under a false and fabricated state engineering license.
He was assessed a $5,000 penalty for practicing without the license, another $5,000 for misuse of a seal, $15,000 for deceiving and defrauding the public and $1,000 in administrative costs.
The board says Dix was ordered to pay within 50 days but has not done so.
Judge Irene Berger has been assigned the case.
