* Four-S says Assessor D.W. "Peachie" Arthur wrongly assessed its Teays Valley property at $2,149,020 for the 2007 tax year. It petitioned the County Commission, as the Board of Equalization and Review, to correct and lower assessment. The board affirmed the assessment. Four-S says the assessment and affirmation are improper, unlawful and in violation of equal protection and due process rights. It seeks to have the court review the application for the reduction of assessment.
