* On June 28, 2008, the plaintiff, a business invitee of the Shepherdstown Street Fest. The defendant, maintained possession and control over King Street between German Street and Queen Alley and German Street between Church and Princess Streets in Shepherdstown. The plaintiff on the aforesaid date fell over wiring, which had been placed by the defendant on German Street. The wiring was neither known nor obvious to the plaintiff and was not a normal or obvious to the use of the premises and is seen as negligence on the part of the defendant.
