CHARLESTON -- Former Berkeley County Magistrate Jim Humphrey was appointed by 23rd Judicial Circuit Chief Judge David H. Sanders to complete the term of Magistrate William Randy Smith.
Humphrey, 59, started Sept. 13 as Berkeley County magistrate. Smith resigned as magistrate Sept. 5 after winning the $79 million Powerball jackpot on Aug. 21.
Humphrey is a retired state Trooper as well as a former magistrate. He was first appointed in 2005, and was then elected the following year. He served three years and five months during that previous stint.
Humphrey said he intended to retain the services of Smith's assistant, Mary Angelo, who previously worked with him.
