State Ethics Panel sues former Dunbar mayor for unpaid ethics fines

CHARLESTON -- The State of West Virginia Ethics Commission is suing the former Dunbar mayor for failure to pay more than $25,000 in ethics fines.

On July 14, 2011, the Ethics Commission entered its final order imposing Roger Wolfe to pay $26,455.54, according to a complaint filed Dec. 22 in Kanawha Circuit Court.

The Ethics Commission claims Wolfe has failed to comply with the commission's order by not paying the specified fine, restitution and reimbursement.

On Dec. 3, 2008, Tom Bailey, Connie Boardman, Fred Chiles, Janet Nelson, Fred Slaymaker and Michelle Wilshere filed a complaint against Wolfe and the complaint was referred to the Commission's Probable Cause Review Board for consideration, according to the suit.

The Commission claims Wolfe committed three violations of the Ethics Act by using his public position and public resources in seeking and obtaining reimbursement for his meals, mileage and phone service in the amount of $5,757.47.

Wolfe was ordered to pay the fines, but failed and refused to do so, according to the suit.

The State Ethics Commission is seeking judgment in the amount of $26,455.54 with interest. It is being represented by C. Joan Parker.

The case has been assigned to Circuit Judge Jennifer Bailey.
