Ohio man says Cabell deputy used excessive force

HUNTINGTON -- A South Point, Ohio, man is suing the Cabell County Commission after he claims a Cabell County Sheriff's Deputy used excessive force on him.

Anthony Cremeans, Matt Siebel, D. Enochs III and Tom McComas were also named as defendants in the suit.

On Feb. 15, 2010, Cremeans used excessive and deadly force on Jeremy R. Runyon, according to a complaint filed Feb. 10 in Cabell Circuit Court.

Runyon claims Cremeans subjected him to excessive and deadly force by shooting him and failing to properly adhere to West Virginia Code.

The defendants breached their duty owed to Runyon and caused him to endure physical pain and mental suffering, according to the suit.

Runyon is seeking compensatory damages with pre- and post-judgment interest. He is representing himself.

The case has been assigned to Circuit Judge F. Jane Hustead.
