Landowner, business allege false water bills lasting a decade

NEW CUMBERLAND—A Hancock County corporation and property owner are suing a public utility, alleging fraud resulting in tens of thousands of dollars in a false series of invoices.

Artistic Accent Inc. of Chester and Vincent Rullo filed a lawsuit June 22 in Hancock Circuit Court against the city of Chester Water and Sewage Board, alleging the defendants illegally charged the plaintiffs for sprinkler and other water services that were not provided for the past 10 years.

According to the filing, the city of Chester Water and Sewage Board is the sole supplier of water and sewage to residences and businesses in Chester, Hancock County. The suit says the defendant billed the plaintiffs for a total of $36,127.13 over the last 10 years for water that was not furnished.

Rullo seeks reimbursement for the stipulated amount, plus pre- and post-judgment interest. Rullo and Artistic Accent seek judgment against the defendant, plus interest, attorney fees and costs. They are represented by attorney Lawrence Manypenny of Lawrence Manypenny Law Office of New Cumberland. The case has been assigned to Circuit Judge Ronald E. Wilson.
