Consumer accuses debt collector of phone harassment

PRINCETON — A West Virginia woman is suing a cash management business, alleging intentional infliction of emotional distress and violation of telephone harassment statutes.

Jennifer Blankenship filed a lawsuit in Mercer Circuit Court against Cash Flow Management Inc., alleging violation of the West Virginia Consumer Credit and Protection Act and the West Virginia Code.

According to the complaint, as a result of the defendant's actions of causing her phone to ring repeatedly and/or continuously at unusual times, Blankenship has been annoyed, inconvenienced, bothered, angered and experienced indignation and distress. 

The plaintiff alleges Cash Flow Management engaged in oppressive and/or abusive collection practices, attempted to collect the debt by coercion and used fraudulent or deceptive means in attempting to collect a debt.

Blankenship seeks trial by jury, actual, compensatory and statutory damages, costs of litigation and all other relief the court deems proper. She is represented by attorneys Ralph C.
