Morgan County Sheriff officials accused of violating rights

MARTINSBURG — A Morgan County man is suing local law enforcement officials, alleging unlawful use of excessive force.

Douglas Jordan filed a complaint April 28 in U.S. District Court for the Northern District of West Virginia Martinsburg Division against Morgan County sheriff deputies Scott Lemon, Cliff H. Coburn and Josh Lebo and the Morgan County Commission, alleging they violated the Fourth and 14th Amendments to the U.S. Constitution in their treatment of the plaintiff.

According to the complaint, on May 1, 2015, Jordan sustained severe and traumatic injuries, including to his face and left eye, groin area, neck and head. He says he has suffered, extreme emotional distress, pain and suffering and medical expenses. The plaintiff alleges the deputies unnecessarily beat and struck him all over his body while Jordan was being compliant following a neighborhood argument.

Jordan seeks trial by jury, compensatory and punitive damages, attorney fees and court costs and all other just and fair relief. He is represented by attorney John H. Bryan of Union.
