WEST VIRGINIA SUPREME COURT OF APPEALS: Judicial Association Votes In New Officers

West Virginia Supreme Court of Appeals issued the following announcement on Oct. 21.

Twenty-Second Judicial Circuit (Hampshire, Hardy and Pendleton Counties) Judge H. Charles Carl III was elected President of the West Virginia Judicial Association during a virtual meeting on Tuesday, October 20. Judge Carl takes over from Twenty-Ninth Judicial Circuit (Putnam County) Judge Phillip M. Stowers.

“I am extremely proud and honored to have been selected as President of the West Virginia Judicial Association,” said Judge Carl. “I look forward to leading and assisting my fellow judges as we navigate our court systems through these troubling times due to the COVID 19 pandemic. We are committed to keeping our courts available to the public to the greatest extent possible and we are utilizing every available resources and technology so that we might continue to administer justice for the citizens of this state.” Judge Stowers said, “It has been the highest honor of my judicial career to serve as President of the West Virginia Judicial Association.

To lead the talented and hardworking judges of our state through the pandemic and the required technological revolution has been challenging and rewarding. I am confident that Judge Charles Carl will continue to lead us with integrity and foresight through our upcoming challenges.” Thirteenth Judicial Circuit (Kanawha County) Judge Jennifer Bailey was elected Vice President of the Association. Fifth Judicial Circuit (Calhoun, Jackson, Mason and Roane Counties) Judge Anita Ashley is the new Secretary and Sixth Judicial Circuit (Cabell County) Judge Paul Farrell is the new Treasurer. Judge Carl is a native of Hampshire County. He is a 1980 graduate of Hampshire High School, a 1984 graduate of the University of Pittsburgh at Johnstown and earned a law degree from Capital University Law School in 1987. Judge Carl was appointed to the bench by then-Governor Earl Ray Tomblin in 2013, and he was elected in 2014 and 2016.

He serves as a Judge in the Business Court Division and is Drug Court Judge of the South Branch Valley Drug Court. He has also served by temporary assignments as a Justice on the Supreme Court of Appeals. He began the practice of law in 1987 when he joined his grandfather in the Romney law firm W.H. Ansel, Jr. and Carl, which eventually grew into Carl, Keaton, Frazer & Milleson, PLLC. He was also general counsel for the Bank of Romney, where he served as a director for over 20 years and was president of the South Branch Valley Bar Association from 2006 until his appointment to the bench. He lives in Romney with his wife, Lisa. They have three daughters and one grandchild.
