WINFIELD — A Putnam County woman says E&M Services violated the West Virginia Consumer Credit & Protection Act.

Regina Confere contracted with E&M to perform home improvement projects on her home, including a new master suite, foundation and site prep, framing, roofing, siding, window installation, utility rough-in, drywall, paint, bathroom, kitchenette and flooring on Nov. 4, 2020, according to a complaint filed in Putnam Circuit Court.

Confere claims the total price was estimated at $70,000, but after the defendant began the work, Confere noticed numerous defects, including an improperly installed deck, negative grading, which has caused water to be pushed back toward the house, downspouts that stick up in the yard and numerous other issues.

The plaintiff claims she has been annoyed, inconvenienced, bothered, hassled, distressed and worried as a result of the defective work. She claims the defendant violated the West Virginia Consumer Credit & Protection Act and was negligent.

Confere is seeking compensatory and punitive damages. She is represented by Benjamin M. Sheridan of Klein & Sheridan in Hurricane.
