Wilson, Hoxie appointed to circuit court judge positions

CHARLESTON – West Virginia Governor Jim Justice has appointed two men to fill vacant circuit court judge positions.

On February 1, the governor’s office announced Justice has appointed Charles Richard Wilson to the 2nd Judicial Circuit Court and Thomas Hoxie to the 19th Judicial Circuit Court.

The 2nd Circuit serves Marshall, Tyler and Wetzel counties. The 19th Circuit serves Barbour and Taylor counties.

Wilson fills the seat left by the retirement of embattled former Judge David W. Hummel Jr. Hoxie fills the seat left by the retirement of longtime Circuit Judge Alan D. Moats.

Wilson is a lifelong resident of Marshall County who has practiced law in public and private practice for over 30 years. He graduated from the West Virginia University College of Law and has served as an assistant prosecutor for Marshall County, and as a fiduciary commissioner and mental hygiene commissioner.

Wilson and his wife Jill, who is a public educator in Marshall County, live in Moundsville and share four children.

Hoxie is a lifelong resident of Barbour County and is a graduate of the West Virginia University College of Law. He worked as a civil attorney primarily in Barbour and Taylor Counties before being elected as Barbour County Prosecuting Attorney in 2016.Hoxie is married to Gemma, who is a physical therapist at Broaddus Hospital in Philippi. They have three children. Hoxie is also active in his community serving on various local boards and committees, including the Barbour County Senior Center and Broaddus Hospital, and as a soccer coach.
