Former Barbour County Prosecutor Thomas Hoxie was sworn in as a judge in the Nineteenth Judicial Circuit (Barbour and Taylor Counties) at 1 p.m. on Friday, February 24, in the Barbour County Courthouse. Governor Jim Justice appointed him on February 1 to the seat vacated by Judge Alan D. Moats, who retired December 31.
Judge Moats will deliver the oath of office. Mr. Hoxie, 35, will be the youngest circuit judge currently serving in West Virginia when he takes the bench. He is a lifelong resident of Barbour County. He has a Bachelor of Arts degree in economics and political science from Belmont Abbey College in Belmont, North Carolina (2010) and a law degree from West Virginia University College of Law (2013). Before he was elected prosecutor in 2016, he practiced law in Barbour and Taylor Counties, primarily focusing on civil litigation. He served as prosecutor until this week when he resigned to take the bench. He and his wife, Gemma, have three children and live in Philippi. He has served as a soccer coach and on several local boards and committees, including the boards of the Barbour County Senior Center and Broaddus Hospital.
