Carte Goodwin
CHARLESTON -- Carte Goodwin, General Counsel to Gov. Joe Manchin, is one of 40 emerging state leaders from across the nation who has been selected to participate in the prestigious Toll Fellowship Program, which was held 8-13 in Lexington, Ky.
Sponsored by The Council of State Governments (CSG) and named in honor of Henry Toll, a Colorado senator who founded CSG in 1933, the Toll Fellowship Program seeks to develop the next generation of leaders from all three branches of state government. This year's program focuses on trends analysis, policy development, crisis management and leadership and institutional changes, giving these leaders perspectives they would not ordinarily obtain during the course of their regular governmental service.
Goodwin was nominated by West Virginia Senate President Earl Ray Tomblin, who serves as CSG Chairman, with endorsements from Manchin and State Senator Karen Facemyer, a Toll Fellowship graduate.
In his role as General Counsel to the governor, Goodwin provides legal representation and counsel to all units of the Governor's Office and serves on the School Building Authority, Consolidated Public Retirement Board and the West Virginia Law Institute.
Prior to joining the governor's staff, Goodwin worked as an attorney with the Charleston law firm of Goodwin & Goodwin, where his practice included commercial litigation, appellate advocacy and intellectual property. He previously served as a law clerk to the Honorable Robert B. King of the United States Court of Appeals for the Fourth Circuit.
A Mt. Alto native, Goodwin is a graduate of Marietta College and the Emory University School of Law. He is a member of the West Virginia State Bar, the Kanawha County Bar Association and the American Inns of Court.
