Rubrecht
CHARLESTON -- Jackson Kelly attorney Gale Rubrecht recently was invited to become a member of the Advisory Team to the West Virginia Brownfields Assistance Center at Marshall University (MUBAC).
The group was authorized under Senate Bill 603 by the 2005 West Virginia Legislature and is housed within Marshall University's Center for Environmental, Geotechnical and Applied Sciences (CEGAS).
Since its formation, MUBAC has provided an extensive range of services to the larger cities, smaller towns, counties, communities and regional economic development entities that make up southern West Virginia.
Generally speaking, a brownfield site is land previously used for industrial purposes or certain commercial uses that may be contaminated by a hazardous substance, pollutant or contaminant, but has the potential to be reused once it is cleaned up.
Rubrecht has more than 30 years of experience in environmental law, appellate advocacy and litigation. Rubrecht's practice at Jackson Kelly concentrates significantly on solid and hazardous waste and brownfields issues.
She has represented clients on remediation and redevelopment projects under the West Virginia voluntary clean-up program and counseled clients concerning U.S. EPA's brownfields program, including prospective purchasers, institutional controls, windfall liens, site and risk assessments, grants and revolving loan funds.
