PERSONNEL FILE: Prominent environmental attorney joins Spilman

Elliott

MECHANICSBURG, Pa. —- The law firm Spilman Thomas & Battle has announced that James D. Elliott joined its Mechanicsburg office as Counsel.

Elliott joins the firm with 15 years of experience practicing law with a focus on civil and criminal environmental matters. He has significant experience in appellate and district court litigation, agency rulemaking, compliance counseling, and administrative adjudication with special emphasis on Clean Air Act matters.

Perhaps most noteworthy is his experience serving as chair to the Citizens Advisory Committee to the Executive Council of the Chesapeake Bay Program.

In this position he provided input on matters related to promulgation of the Chesapeake Bay Total Maximum Daily Load, an historic and comprehensive "pollution diet" with strict accountability measures to initiate sweeping actions for restoring clean water in the Chesapeake Bay and its tributaries.

As chair he also worked closely with members of the Principal Staff Committee, which is composed of the top environmental regulators in the Chesapeake Bay states.

Elliott is admitted to practice in West Virginia, District of Columbia and Maryland. His Pennsylvania State Bar application is pending. He received his B.A. from Bucknell University in 1990 and his J.D. from Pace University School of Law in 1996.
