For the sixth consecutive year, attorney Dale W. Steager has been named editor of the annual “Guidebook to West Virginia Taxes.”
The West Virginia Society of Certified Public Accountants publishes the guidebook annually and Steager has been the editor since 2010.
“It’s a public service to certified public accountants and citizens of West Virginia,” Steager said of the book. “And, it’s free.”
The 2016 edition of the “Guidebook to West Virginia Taxes” is available only online, and each chapter can be downloaded in PDF.
Commerce Clearing House, who publishes Guidebooks for a number of states around the country, used to publish the Guidebook for West Virginia. When they stopped publishing in West Virginia, the Society of Certified Public Accountants was able to get a license to use the name, update the book and publish it as the “Guidebook to West Virginia Taxes.”
“Guidebook to West Virginia Taxes” is a valuable resource to individuals, businesses, and tax professionals who may need a reference for their tax questions. In addition to being editor, this year Steager was privileged to also author two chapters on severance tax and unclaimed property.
“I think it can be of interest to businesses as well as individuals. We’ve got a chapter that covers individual income taxes, for example. We’ve got chapters that cover corporation income tax. We’ve got chapters covering property taxes, which would be of interest to individuals and businesses.”
Earning both his undergraduate and law degrees from West Virginia University, Steager’s area of practice is in West Virginia state and local taxation, primarily, but also includes federal taxation law. He has more than 44 years of experience working with tax and revenue laws of West Virginia, and has represented countless clients in business franchise and corporation net income taxes, personal income taxes, sales and use tax, economic development tax credits, and other tax-related matters.
Steager also serves as local counsel for multistate business entities in tax matters before the West Virginia Office of Tax Appeals, and helps his clients obtain favorable rulings on a wide range of tax applications.
Although the Guidebook offers invaluable information about West Virginia taxes, it is not intended to replace a licensed attorney.
“I think it’s a starting point to become acquainted about a particular subject, or a start to researching a question that somebody has,” Steager said.
Steager went on to explain that readers should remember that there are statues, regulations and court cases that come into play that may affect a tax matter.
Not only is the Guidebook informative and free, but it is also convenient.
“The Guidebook does indicate where in the West Virginia Code you can find language pertaining to a particular paragraph, or if there is a regulation called “Legislative rules in West Virginia” that out there. So it’s handy in that regard,” Steager concluded.
