CHARLESTON -- While opioid distributors have argued there is no proof of connection between prescription painkiller use and illicit drug use, an expert in the neurobiology of addiction said, during the second day of a landmark federal trial against those distributors, that people who take prescription painkillers and illicit opioids see the same changes in their brain chemistry.
On Monday, Supreme Court Chief Justice Evan Jenkins congratulated Family Court Judge Kenneth Ballard on his appointment to a vacant circuit court seat in Kanawha County.
Gov. Jim Justice has appointed Kenneth Ballard, of Charleston, WV, to the Thirteenth Judicial Circuit, which serves Kanawha County. Ballard is set to fill the seat vacated by the resignation of the Honorable Tod J. Kaufman.

This legislation is needed in West Virginia. Over-naming of asbestos defendants is a serious issue, unnecessarily driving up litigation costs, bankrupting companies, creating further West Virginia court backlogs, and leaving unsuspecting victims with delayed recoveries.
In a letter to Gov. Jim Justice, Kanawha Circuit Judge Tod Kaufman said his resignation is effective at midnight March 31. Kaufman did not list a reason for stepping down.
