McGraw CHARLESTON -- Mortgage lender Countrywide has reached an $8.68 billion settlement with 11 states. West Virginia is not one of them. The Mountain State also is not part of a settlement 34 states reached with pharmaceutical manufacturer Eli Lilly & Co.
